• The sequencer that ordered its creation
• Every participant connected to the synchronizer
• Each participant that hosts one of the contract's signatories or observers

A party is an observer of a new contract. Must its participant confirm the transaction for it to commit?

• No, observers are informed but their confirmation is not required
• Yes, every informee must confirm
• Only if the observer is on the Global Synchronizer
